The man hired to investigate potential criminal activity involving former members of the Overland Park Fraternal Order of Police’s charity says he can’t understand why no charging decision has been made yet.Tom Gottschalk says investigators from the Johnson County District Attorney’s Office interviewed him more than a year ago.Gottschalk gave the report to FOP board members who then submitted it to the D.A.’s office in May 2022, sixteen months ago.“I’m at a loss as to why that case hasn’t moved forward either to decline prosecution or say, look, the evidence just isn’t there.
