Which is the most customizable website builder?
Absolutely nothing in a “box” (as in, not open source) if you want it to be “most customizable.”
In my opinion, there is no need to go anywhere else but to WordPress for my clients’ needs. (I work with small businesses.) I’ve tried the boxes (Wix, Weebly, etc.) but only because I had clients who were already in them. I’d never recommend them. The inability to customize them to achieve our SEO and conversion goals frustrates me to no end.
Don’t be fooled by the ability to customize the look and feel with drag and drop whatever. In the end that means very little. You can get drag and drop ease with a number of builders in WordPress. I use Yootheme Pro. Elementor is also awesome as is Beaver Builder.
It’s what you drag and drop, what you put in those elements your dragging, where you put them, and how you put them that matters. So, get the tool right. Then study marketing, branding, SEO, conversion optimization and more to get the rest right.

However, you can go pretty deep with Squarespace too.
If you are looking to make an ecommerce, Shopify might be better though.
It depends your needs!
I would say it is UltimateWB because you can not only customize via the website admin panel – there are a lot of options! – but you can add your own coding to it too – html, css, and even js/php.
WordPress is another option because you can change up their code as much as you want, but then you have to deal with upgrading issues.
